Why the embassy visit exists

The Law of Real Estate Ownership by Non-Saudis, issued by Royal Decree M/14 and in force since 22-01-2026, allows a non-resident foreign individual to own property inside the designated zones. Council of Ministers Decision 43 of 23-06-2026 approved the Implementing Regulations, and Article 2 makes a digital identity approved by the Ministry of Interior the first prerequisite for that buyer. A non-resident obtains the identity through a Saudi embassy or consulate abroad. The visit exists so you can complete the prerequisite without traveling to Saudi Arabia. A resident holding an iqama activates the identity with Absher directly, with no embassy step.

Step two: what happens at the appointment

The appointment is an identity step, not a property transaction. You present yourself in person with your passport, and the embassy processes your request into the Ministry of Interior system. No property is chosen at this visit, and no purchase payment moves through it. When the identity is issued, the first of the three prerequisites of Article 2 is met. Keep whatever reference or receipt the mission gives you. The issued identity is the key for everything that follows.

Step three: activate, then connect the rest

After the identity is issued, you activate it through Absher or Nafath, the Ministry of Interior platforms. Activation ties the identity to you for everyday use. The Saudi bank account in your name and the Saudi mobile number in your name both link back to it, and with that the three prerequisites are complete. Every payment in the purchase then moves through official electronic channels, and registration in the official real-estate registry, a validity condition of the purchase, keys on the same identity.
