From Passport to Title Deed: How a Foreigner Buys Saudi Property

The full path from a foreign passport to a Saudi title deed: digital identity, a bank account, a mobile number, an eligibility check, then transfer.

The law that opened the door

The Law of Real Estate Ownership by Non-Saudis, issued by Royal Decree M/14, has been in force since 22-01-2026. The practical opening came on 23-06-2026, when Council of Ministers Decision 43 approved the Implementing Regulations and endorsed the geographic zones document. More than 100 designated zones now sit on the official register. A non-resident foreign individual may own property, or hold in-rem rights, inside those zones. Registration in the official real estate registry is a validity condition of the purchase, not paperwork afterwards.

Step one: the digital identity

Implementing Regulations Article 2 sets three prerequisites, and the first is identity. A non-Saudi buyer needs a digital identity issued or approved by the Ministry of Interior. Non-residents obtain it through Saudi embassies abroad, then activate it through the national identity app. Every later step keys off this identity: the bank account, the mobile number, the eligibility check and the transfer itself. Start here, before you sign anything or pay anyone.

Step two: a bank account and a Saudi number

The second and third prerequisites are financial and practical. You need a Saudi bank account in your own name, and a Saudi mobile number in your name, linked to the digital identity. All payments in the purchase move through regulated electronic channels tied to that account. The remote mechanics for opening the account and the number from abroad are still evolving, so treat them as early tasks, not afterthoughts. Some buyers complete them on a first visit.

Step three: confirm eligibility, then the parcel

Eligibility is a legal question with a fixed answer, not a sales judgement. The parcel must sit inside a designated zone on the official Saudi register, because zone boundaries decide what a non-Saudi may buy. Mulkiya is not the seller and not the broker. Step four: contract and transfer

The conveyance runs on the national electronic transfer platform. The seller initiates the deal, identities and the existing deed are verified electronically, and the 5% Real Estate Transaction Tax is settled inside the same flow. The tax is legally the seller's liability, though it is commonly priced into the deal. Funds move between verified accounts, and a new electronic title deed issues in your name. Once documents verify, the transfer itself can complete in under an hour, with settlement in about three business days.

Costs, cash, and the honest next step

Budget the 5% transaction tax at purchase. Brokerage is capped at 2.5%, plus VAT on the commission, and is payable only if you engage a broker. When you sell, a 2% disposal fee applies in Riyadh, Jeddah, Makkah and Madinah, and 0% elsewhere. Bank lending is structurally closed to non-residents today, so cash-first is the correct frame. How long does a Saudi property transfer take?

Once identities and the existing deed verify electronically, the transfer itself can complete in under an hour. Settlement of funds between verified accounts takes about three business days. Registration in the official registry happens as part of the transfer and is a validity condition of the purchase.

Can a non-resident get a Saudi mortgage?

Not today. Bank lending in Saudi Arabia is structurally closed to non-residents, because no identity field exists for them in the lending process. A non-resident purchase is a cash purchase, so plan the full amount, the 5% transaction tax and any commission before you commit.

Do I have to travel to Saudi Arabia to buy?
