The Title Deed: What It Is and What Registration Does

A Saudi title deed is the official registry's record of who owns a property. What the deed shows, what registration changes, and where to check a parcel.
What a title deed is
A title deed is the official record of who owns a property. In Saudi Arabia that record lives in the official real-estate registry, which holds more than 4,000,000 title deeds. The deed identifies the parcel and its registered owner. It is not a brochure, not a promise from a developer and not a private agreement between two parties. It is the state's record, and it is the record that counts.
What the deed is not
A sale contract is a private document between buyer and seller. A marketing floor plan is a private document too. Neither one is a title deed, and neither one changes who owns the property. Only the registry does that. So when a seller shows you paperwork, the right question is not what the paper says. The right question is what the registry says about the parcel.
What registration does at purchase
Registration is the step that makes the acquisition valid. The price and the 5% Real Estate Transaction Tax settle inside the official electronic flow, and only then does the transfer register in the buyer's name. Before that entry exists, the buyer has a contract. After it exists, the buyer is the owner. There is no informal path around this: an unregistered transfer does not make you the owner.
How to check a parcel before you pay
The official register is open to the public through the Saudi Properties portal, run by the Real Estate General Authority (REGA). It is the authoritative source for zone boundaries and for parcel-level confirmation. Check the parcel there before any money moves. If what you are shown and what the register shows disagree, stop and ask why.
Registration beyond the sale: leases
Registration is not only for purchases. Rental contracts go on the official leasing register, which has recorded more than 10,000,000 contracts since launch, as of 09-2024. A registered lease gives the tenant and the landlord the same thing the deed gives the owner: an entry in an official record that both sides can point to.
What this means for a foreign buyer
The Law of Real Estate Ownership by Non-Saudis, Royal Decree M/14, is in force since 22-01-2026, and it lets eligible non-Saudis own property in the designated zones. But eligibility is not ownership. Ownership starts at registration, with a deed in your name. Mulkiya is not the seller and not the broker, and it takes no commission. Is the paper deed what makes me the owner?
