What and where Diriyah Gate is

Diriyah Gate sits on Riyadh's northwest edge, around At-Turaif, the historic seat of the first Saudi state. It is a heritage district rebuilt as a major development, with restored quarters beside new homes, hotels and cultural venues. For a foreign buyer the relevant fact is its legal status. Diriyah Gate is a designated zone: one of Riyadh's named zones inside the 100+ scopes endorsed by Council of Ministers Decision 43 of 23-06-2026, under Royal Decree M/14. Inside a designated zone a non-Saudi may acquire property rights and register ownership. Outside one, a non-resident foreigner may not.

Who may own here, class by class

The register reads Diriyah Gate the same way for every individual class: open. A non-resident foreign individual may own here. A resident holding an iqama may own here. A Premium Residency holder may own here. A GCC national may own here under the GCC statute, broadly as Saudis do. One class carries a condition. A foreign company may own here only after registering with the Ministry of Investment through Invest Saudi, obtaining a Unified (700) Number, and appointing a representative who holds a Saudi ID. Unlike the Makkah and Madinah zones, Diriyah Gate carries no religion condition: it is a standard zone.

What the open verdict still requires

Open does not mean free of prerequisites. Article 2 of the Implementing Regulations sets three for a foreign individual: a digital identity approved by the Ministry of Interior, which non-residents obtain through Saudi embassies abroad; a Saudi bank account in the buyer's name; and a Saudi mobile number in the buyer's name, linked to that identity. Registration in the official real-estate registry is a validity condition of the purchase, not a formality after it. Bank lending is structurally closed to non-residents today, so a foreign buyer here plans cash-first.

What it costs here

Zone status does not change the national cost stack. The real-estate transaction tax is 5% of the price, legally the seller's liability and commonly priced into the deal. Brokerage is capped at 2.5% plus VAT on the commission, payable only if a broker is engaged.
